Okay, so I've figured out how to download themes and stuff from T-Mobile. Thing is, the choices are VERY limited. I think there's maybe 15 to choose from. I've managed to figure out how to change the wall paper and even the lock screen, piece of cake.

So, I have 2 questions:

1) Is there a way to design or recolor the skins themselves?

2) How would I go about packaging any "themes" that I create?

I'M SURE THERE IS A PC/MAC PROGRAM TO DO THIS AND IT PROBABLY WOULDN'T BE HARD TO FIND...IF YOUR QUESTION REFERS TO A WAY TO DESIGN A SKIN ETC. ON THE PHONE, I DOUBT IT.

I'M NOT SURE WHAT YOU MEAN BY PACKAGING THEMES...

Sorry I couldn't help more...

What I mean by packaging themes is bundle it up so that if a friend wants it, I could send it to them in one file and they could install it on their phone. The free downloads come down as apk files and install almost like an app. I wanna be able to do that.

I have not personally had any experience with themes but this may get you headed in the right direction:
